Regulatory and political State of play – Spanish Presidency of the EU

As the Presidency of the Council of the EU just shifted, assessing the regulatory and political State of Play appears to be needed.

From 1 July to 31 December, Spain will take over the Presidency of the Council of the EU, which means it will drive negotiations and set the political agenda of the Council for the next 6 months.

This presidency is essential as it is the last complete one before the end of this term because the Belgian Presidency will be punctuated by the legislative break of the 2024 EU elections.

In its programme, Spain recognises the importance of energy storage particularly considering the Electricity market design reform where the deployment of renewable energy should go hand in hand with flexibility, thus energy storage facilities.

BALIHT welcomes the commitment of the EU and of Member States to highlight and promote energy storage as a key feature in addressing digital and green transitions.

Upcoming Electricity Market Design Reform

Additionally, members of the European Parliament in Industry, Transport, Research and Energy committee (ITRE) adopted their position for the reform of the Electricity Market Design. Among other key takeaways, revenue cap will no longer be applicable to renewable energy. De facto it will act as an incentive and enabler for investing in renewables.

The ITRE committee adopted a procedure so the text they adopted would not be discussed in the Plenary session and be directly negotiated in trialogue with the Council. However, the European Parliament still needs to give its approval on the matter.

Adoption of the new Battery and Waste Battery Regulation – on the path of sustainable batteries

Finally, the Battery Regulation has been adopted by the European Parliament and the Council of the EU after successful trialogues.

From now on, the entire lifecycle of batteries will be covered by this piece of legislation. EU authorities present this Regulation as a booster for the European Union.

Strong provisions regarding circular economy have been included. BALIHT is proud to affirm that its prototype is already complying with most of the new provisions, as a social and environmental analysis has been conducted in the conception and innovation phase of the project.
